I know little about Windows MUAs and nothing about Macs, but most people
in my company use either Outlook or Outlook Express.  When I saw the
original message in this thread I started looking around the office to
see what the problem looked like, surprised that nobody had complained
about it to me.

I find that the current Outlook Express as well as the Outlook versions
from MS Office 2000, XP, 2003 and 2007 all display the time properly,
using the local timezone.  Whatever faults these programs have, this
does not seem to be one of them.

I was not able to find a way to change the time displayed other than by
changing the local time zone, so if this is a client configuration
problem I don't know how to fix it.
