Sure they can! But, there is just this //minor// thing
called "Debian Policy" that packages must follow to be included
in the main Debian archive. As already pointed, the Debian
package qmail-src is already doing a good job on this field. But
with regards to "free as in freedom" (and at least for Debian)
djb license for qmail is not compatible with DFSG, which means
non-free with regards to Debian archive.
