qmail has no built-in mechanism for limiting the size of outgoing messages.

However, if your users are submitting their messages via SMTP, those same
messages are also _incoming_ messages.  You can limit the size of messages
that will be accepted via SMTP via the control/databytes file, and you can
override that on a per-address basis by setting the DATABYTES environment
variable via tcpserver's rules database.  If you can map from your "users" to
addresses, that'll get you what you want.
