Yes: you need to provide more information.
-did you apply any patches to qmail? If so, which ones, from where, what
versions?
-exactly how have you configured qmail? Include the complete, unedited
output of the `qmail-showctl` command
-when you say qmail-local is consuming a lot of CPU, do you mean:
-a single qmail-local process, or many in aggregate are consuming the CPU?
Show us the evidence.
-qmail-local itself is consuming the CPU, or a child process run by
qmail-local (i.e. a program called from a .qmail file, etc)? Show us the
evidence.
-when this happens, what is the load on the server? What are the current
concurrency levels logged by qmai-send at the time? Show us the log
messages.
