As Kyle says, a second qmail installation with a present-but-empty rcpthosts
file -- then only users for which RELAYCLIENT is set can send any mail at all.

You can actually get away with just a partial second installation, with
/var/qmail2/bin/qmail-queue being a symlink to /var/qmail/bin/qmail-queue, so
the accepted messages actually get processed by your "main" qmail
installation.  Then you don't need to run qmail-send from the second install
at all.
