$ DNSCACHEIP=172.16.0.4
$ dnsqr ptr 4.0.16.172.in-addr.arpa
12 4.0.16.172.in-addr.arpa:
41 bytes, 1+0+0+0 records, response, authoritative, nxdomain
query: 12 4.0.16.172.in-addr.arpa

not only does it not exist, it authoritatively does not exist. so the problem, you ought to be able to see, is that dnscache somehow does not see the servers/16.172.in- addr.arpa file pointing it to 127.0.0.1.

vs dnsname
you should also include relevant tinydns data lines
