dnscache holds its cache in memory, so if your restart it, it will start
with a fresh one. But that will probably not help you, as windows xp has
its own caching, which is handled by the dnslient service, so when you
restart the service, you'll have a clean cache. (If you don't need the
client cache at all, you can stop and disable the dnsclient service.
