You didn't include your tinydns run file, but I'm guessing your
softlimit is way too low.
To prove this to yourself, edit the run file to remove softlimit from
the execution, and try again.
It's possible that some library tinydns is linking to (e.g. libc) has
gotten so much larger than it was on previous servers that it no
longer fits within the softlimit limitations.
