I find a note saying that in 2001, the youngest person to sit for (and take) the CISSP so far was a 16-year old Indian named Namit Merchant, who had worked with at least one computer company for three years, and so passed the then 'three ears of experience' requirement (http://www.securityfocus.com/news/301).
