Postgrey seems also to have a process limit, although it may be

You're not supposed to set default_process_limit to 0, rather set the
process limit for your postgrey entry in master.cf to zero.
Also consider using selective greylisting as others have suggested,
or look at using some RBLs or maybe policyd-weight before greylisting.
