Yes, with D_DISCARD there is a potential for loss of mail. I think which one to use depends on the quarantine situation (among a number of other considerations). If a quarantine is configured, then the mail is still there - waiting for review. This is really no different than using D_PASS and throwing it in the trash as you suggest. In your case the trash bin is simply a quarantine area. If there is no quarantine then it would be better to D_PASS and let the users filter or direct messages as they (or the admin) see fit - unless they collectively agree that the potential loss of an occasional legitimate message is acceptable. For my small group of users I currently quarantine over 8.0 and discard over 14.0 (via use of $sa_quarantine_cutoff_level). At any rate, D_DISCARD or D_PASS will prevent bounces while D_BOUNCE or D_REJECT will create them.
